Service description

This website provides information and guides for various travel insurance products and offers the opportunity to take out travel insurance online. These include international health insurance, travel cancellation insurance and luggage insurance.

Applicable requirements

HanseMerkur Krankenversicherung AG is committed to making its websites and mobile applications accessible in accordance with the German Accessibility Act (Barrierefreiheitsstärkungsgesetz, BFSG), particularly Section 14 BFSG in conjunction with Section 3(1) BFSG, as well as the underlying Ordinance on the Accessibility Act (Verordnung zum Barrierefreiheitsstärkungsgesetz, BFSGV).

The specific technical requirements are based on the Web Content Accessibility Guidelines (WCAG) 2.1, conformance levels A and AA, and the EN 301 549 standard.

This accessibility statement applies exclusively to content and functionalities provided under the main domain www.hmrv.de 

Compliance Status

The website www.hmrv.de is partially accessible according to the above-mentioned requirements. The known barriers and their causes are listed below to the best of our knowledge.

The remediation of known issues is currently being planned. Once this planning is complete, it will be published on this page.

Non-Accessible Content

a) Non-compliance with the accessibility regulations:

General Input Assistance (WCAG 2.2, Success Criteria 1.3.1 Info and Relationships, 1.3.5 Identify Input Purpose)

  • Some form inputs/transactions lack error prevention support. Errors may occur when entering the same content repeatedly.
  • Some form fields do not support autocomplete.

Cognitive Limitations (WCAG 2.2, Success Criteria 2.2.1 Timing Adjustable, 3.2.1 On Focus, 3.2.2 On Input) 

  • Some forms have a time limit and reset after 30 minutes of inactivity. The remaining time is not displayed. 
  • Some selection areas open new browser windows without notification.

Motor Limitations (WCAG 2.2, Success Criteria 1.1.1 Non-text Content, 2.5.1 Pointer Gestures)

  • Some pages contain elements that can only be operated using swipe gestures. No alternatives such as dots or arrow keys are currently offered.

Audio and Moving Content (WCAG 2.2, Success Criteria 2.2.2 Pause, Stop, Hide, 1.2.5 Captions (Prerecorded)

  • Some videos lack complete captions or audio descriptions.

Contrast Ratio & Color Blindness (WCAG 2.2, Success Criteria 1.4.1 Use of Color, 1.4.3 Contrast (Minimum), 1.4.11 Non-Text Contrast)

  • Contrast ratios are insufficient in some areas, affecting text, graphics, and controls
  • Some error messages are communicated only through color. This affects checkboxes and some buttons in application processes.

Content Comprehension (WCAG 2.2, Success Criteria 1.3.3 Sensory Characteristics, 2.4.2 Page Titled, 2.4.4 Link Purpose (In Context), 2.4.6 Headings and Labels, 3.3.2 Labels or Instrucions, 3.3.3 Error Suggestion, 1.1.1 Non-text Content, 2.4.7 Focus Visible and 1.4.11 Non-Text Contrast)

  • Some labels are missing or not meaningful. This applies to link text, document titles, headings, and other elements like checkmarks.
  • Some error messages are not clearly formulated.
  • Some embedded documents are not accessible and lack file format information.
  • Some input field labels are positioned below rather than above the input field.

Programmatic Availabilty and Dynamic Content (WCAG 2.2, Success Criteria 1.3.1 Info and Relationships, 3.3.1 Error Identification, 2.5.3 Label in Name, 4.1.3 Status messages)

  • Error messages are not announced after validation, preventing screen readers from informing users about errors.
  • Some application processes allow erroneous clicks, such as when the 'Next' button is active before a tariff is selected or input is made.
  • Some application processes allow implausible entries, resulting in inconsistent error messages.
  • Some error messages and labels are not properly implemented. Additionally, some errors cannot be read by assistive technologies.
  • Some elements are not correctly associated with labels or headings. 
  • Some error messages are too neutral, making it unclear what the exact error is. Readable error messages for checkboxes are also missing. 

Navigation (WCAG 2.2, Success Criteria 2.4.1 Bypass Blocks, 2.4.5 Multiple Ways, 3.2.3 Consistent Navigation, 3.2.4 Consistent Identification, 3.2.6 Consistent Help)

  • Navigation is inconsistent or incorrectly implemented on some pages. Some application processes lack navigation entirely. 
  • Different terms are used for the same context in some application processes, which may cause confusion. 
  • Some elements are not properly marked up, preventing areas from being skipped and making navigation with assistive technologies difficult.

Adaptability (WCAG 2.2, Success Criteria 1.4.4 Resize text, 1.4.5 Images of Text, 1.4.12 Text Spacing, 1.3.2 Meaningful Sequence, 11.7 Custom settings)

  • Some content, such as in accordions, is not sufficiently hidden from screen readers.
  • Some content is not presented in the correct sequence or is displayed incorrectly.
  • When text is enlarged to 200%, some text is cut off and cannot be accessed by scrolling.
  • Adjusting text spacing sometimes results in overlapping content.
  • Some graphics lack alternative text.
  • When using custom browser settings, some elements are not properly displayed or adapted. This affects the visibility and correct adaptation of various elements and texts to user-defined settings.

Incorrect Table Markup (WCAG 2.2, Success Criteria 1.3.1 Info and Relationships)

  • Some table elements are not clearly understandable via screen reader. This includes missing alternative text for checkmarks, tooltips, and missing column or row headers.
  • Grayed-out steps in the progress indicator are still readable.
  • Drop-down elements can be targeted as interactive elements but are not read by screen readers.
  • Tariff updates are not announced. 
  • Tables do not allow switching between tariffs via screen reader. 
  • Tables are not implemented with scope, th, and ID. 
  • Benefit comparisons are not correctly structured as data tables. 

Missing or Incorrect HTML Markup (WCAG 2.2, Success Criteria 1.3.1 Info and Relationships, 2.4.6 Headings and Labels)

  • Some headings, lists, quotes, and paragraphs are not properly marked up in HTML or are used incorrectly.

Different Devices/Viewports (WCAG 2.2, Success Criteria 1.3.4 Orientation, 1.4.10 Reflow)

  • Content is not properly displayed on some devices.

Alternative Text (WCAG 2.2, Success Criteria 1.1.1 Non-text Content)

  • Some teaser images and icons have alternative text despite being decorative elements.
  • Some elements lack alternative text despite being informative graphics or controls. This affects various icons, link destinations, buttons, seals, logos, and images. 

Missing Keyboard Control (WCAG 2.2, Success Criteria 2.1.1 Keyboard, 2.1.2 No Keyboard Trap, 2.1.4 Character Key Shortcuts (-), 2.4.7 Focus Visible und 1.4.11 Non-Text Contrast, 2.4.11 Focus Not Obscured (Minimum), 4.1.2 Name, Role, Value, 1.4.13 Content on Hover or Focus, 1.3.2 Meaningful Sequence, 4.1.3 Status messages, 3.3.1 Error Identification)

  • Focus is not visible on interactive elements. 
  • Not all elements can be operated via keyboard.
  • There are some keyboard traps. This means some opened elements cannot be closed using Esc. 
  • Some videos cannot be controlled via keyboard.

Others

  • The interactive location map in the "Cancer Scan" section is currently not accessible (e.g., no keyboard control, no screen reader support). This map is provided by an external service provider, and an accessible implementation of the map is currently not possible for technical reasons.

b) Disproportionate Burden

Currently, there is no content that qualifies as disproportionate according to Section 17.

c) Content that’s not within the scope of the accessibility regulations:

The following content is outside the scope but is not listed:

  • Contract documents such as insurance confirmations, claims notifications, status notifications, and similar documents created due to other legal requirements are not covered by the BFSG.
  • Individual customer correspondence and communications regarding contract execution also do not fall under the BFSG requirements.
